Social Security Number (SSN) is a nine-digit number issued by the government to people in the United States of America, for taxation and record-keeping purposes. SSN is issued to an individual by the Social Security Administration (SSA), an independent agency of the United States government. An SSN is used to track an individual’s yearly earnings and the number of years they’ve worked. These figures are required to compute potential financial benefits, whether they relate to retirement income, disability income, or health insurance.

Different states have added additional fields, such as marital status, house status551, occupation, and VoterID number.552 This data was intended to be reserved for the state and is known as “Know Your Resident Plus” [KYR+] data. Finally, the paper concludes with a discussion in sections five and six about how the use of the SSN has become limited to employee enrollment and financial services in contrast to the ever-expanding use of Aadhaar in the private sector and employment context. Over the past 10 years, India has rolled out an identity system based on the collection of biometrics and simple demographic information from all of its residents. In recent years too, the Social Security Administration has restrained from collecting biometrics of residents. In 2007, when the Intelligence Reform and Terrorism Prevention Act asked the SSA to improve the security of Social Security Number cards, the SSA considered adding the holder’s photograph or biometrics to the card but eventually decided against it. Social Security Number (SSN), the nine-digit number, which is used widely by government agencies in the US, is often used as an example of an advance economy successfully doing something similar to India’s unique identity project.
This section walks through the range of regulations that have been put in place since the 1960s to guard against the creation of such databases in the United States. Aadhaar can be used as a single proof of identity and address for any resident in India. On the other hand SSN (Social Security Number) is used to track worker’s earnings and keep a record of social security benefits to be received by them. In order to get an SSN, you must fill out form Form SS-5 and provide the SSA with two documents that prove your age and identity, and citizenship or immigration status. Apart from this, the SSN is also needed if you want to access services from banks or financial institutions, pay taxes and be eligible for tax returns, social security benefits and other federal government welfare services. The first six approximate the birth date in YYMMDD format; for individuals with an unknown birth date or those born on days where there aren’t any unique numbers left a date close to the birth date may be used. Digits seven to nine (NNG) are used to make the number unique, where digit nine (G) is odd for men and even for women. For numbers issued before 1990, the seventh and eighth digit identify the Swedish county of birth, with different digits for foreign-born people, but privacy-related criticism caused this system to be abandoned for new numbers. The tenth digit (C) is created using the Luhn, or “mod 10”, checksum algorithm. A letter is then used which corresponds to the value of the remainder of the division in the alphabet.

In those years, the first three digits represented the area in which the individual was born or was from.
